Alexandria, VA – The House of Representatives approved the Chance to Compete Act (S. 59), bipartisan legislation endorsed by the Federal Managers Association (FMA) by a voice vote on Monday, December 16. This followed Senate passage of the bill late last week. The measure is now ready to be signed into law by President Biden. FMA National President Craig Carter made the following statement in response to the measure’s passage in Congress:
“On behalf of the managers and supervisors currently serving our nation in the federal government, and whose interests are represented by the Federal Managers Association (FMA), we applaud Congress for passing this commonsense, bipartisan legislation to improve hiring in the federal workforce. We have supported this bill for many years and are encouraged to see it advance to President Biden’s desk to be signed into law.
Alexandria, VA – On Tuesday, November 12, the House of Representatives passed the Social Security Fairness Act (H.R. 82), FMA-endorsed legislation that would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP). The bipartisan legislation, sponsored by Representatives Garret Graves (R-LA) and Abigail Spanberger (D-VA), passed by a vote of 327-75. FMA National President Craig Carter made the following comments on passage in the House:
“On behalf of the managers and supervisors currently serving or retired from the federal government, and whose interests are represented by the Federal Managers Association (FMA), we applaud the House of Representatives for voting to bring fairness to millions of Social Security beneficiaries. The resounding and momentous bipartisan vote on the House floor comes after decades of effort to repeal these odious provisions that callously reduce or eliminate Social Security benefits for millions of public servants and their beneficiaries.
Alexandria, VA – The Associated Press projects Donald J. Trump has been elected to serve as the 47th President of the United States, passing the threshold of 270 electoral votes overnight. Trump, the 45th President, will return to the White House for a second term, and will be sworn in on January 20, 2025. Republicans will assume majority control of the United States Senate for the 119th Congress, while control of the House of Representatives remains unknown at this time. Alexandria, VA – On Tuesday, September 10, Representatives Garret Graves (R-LA) and Abigail Spanberger (D-VA) filed a discharge petition to expedite the will of the House and require a vote on the Social Security Fairness Act (H.R. 82), bipartisan legislation endorsed by FMA, which would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP). H.R. 82 has 326 cosponsors and is the second-most cosponsored bill in the 118th Congress. The discharge petition currently has 171 bipartisan signatories and needs 218 to be successful. With more than thirty-three years of service with the Department of the Navy, Craig Carter brings with him a wealth of experience as both a supervisor and employee. Craig has held many leadership positions within the Association at the chapter, regional, and national levels prior to his re-election as National President.
On Thursday, April 4, the Office of Personnel Management (OPM) published the final rule to reinforce and clarify protections for a non-partisan career civil service. Alexandria, VA: On Tuesday, January 30, Representative Gerry Connolly (D-VA) and Senator Brian Schatz (D-HI) introduced the Federal Adjustment of Income Rates Act (FAIR Act), which would provide for an average 7.4 percent pay raise for the federal workforce in 2025. The bill would provide for a 4.0 percent boost in base pay and 3.4 percent in locality pay. The legislation is heartily endorsed by the Federal Managers Association (FMA).
