• FMA APPLAUDS PASSAGE OF BIPARTISAN HIRING REFORM LEGISLATION - December 17, 2024

• Alexandria, VA – The House of Representatives approved the Chance to Compete Act (S. 59), bipartisan legislation endorsed by the Federal Managers Association (FMA) by a voice vote on Monday, December 16. This followed Senate passage of the bill late last week. The measure is now ready to be signed into law by President Biden. FMA National President Craig Carter made the following statement in response to the measure’s passage in Congress:

  “On behalf of the managers and supervisors currently serving our nation in the federal government, and whose interests are represented by the Federal Managers Association (FMA), we applaud Congress for passing this commonsense, bipartisan legislation to improve hiring in the federal workforce. We have supported this bill for many years and are encouraged to see it advance to President Biden’s desk to be signed into law.

  “This bill gets away from self-assessment questionnaires and create new assessments to consider an applicants’ skills and technical qualifications. It brings subject-matter experts and hiring managers deeper into the hiring process, and removes rigid higher education requirements, relying instead on knowledge and skills.

  “The Chance to Compete Act improves federal hiring for the competitive service, and we are grateful for the leadership of Senators Kyrsten Sinema (I-AZ), James Lankford (R-OK), Bill Hagerty (R-TN), and Tom Carper (D-DE) and Representatives Virginia Foxx (R-NC), Gerry Connolly (D-VA), James Comer (R-KY), Ro Khanna (D-CA), Kweisi Mfume (D-MD), and Nancy Mace (R-SC) on this bipartisan issue.
