Federal managers say Trumpís hiring freeze hurts government

President Trump directs, but it is federal employees who do.
When it comes to his government hiring freeze, the managers and supervisors who have to implement it ó and suffer its consequences ó donít want to do it.
At a Senate hearing Thursday, representatives of the Federal Managers Association (FMA) and the Senior Executives Association (SEA) outlined how the freeze is detrimental and counter-productive. Even the Republican subcommittee chairman dumped, however gently, on the presidentís plan.
