FMA Washington Report: April 13, 2020
This report provides an update on issues affecting federal managers. As always, I encourage you to visit www.fedmanagers.org on a regular basis for more information on these and other matters.

Craig Carter Elected FMA National President, Pauline Coleman-Sutton Elected as Secretary
During our recent elections, FMA National Vice President and Chapter 3 President Craig Carter was elected to the office of National President and FMA Region 3 Director Pauline Coleman-Sutton was elected to the office of National Secretary.

A thirty-year veteran of the civil service with the Department of the Navy, Craig Carter brings with him a wealth of experience as both a supervisor and employee. Craig has held many leadership positions within the Association at the chapter, regional, and national levels prior to his election as National President.
FMA’s 2020-2021 National Executive Board
Following the Federal Managers Association’s recent elections, we are proud to announce the members of the National Executive Board. In addition to Craig Carter being elected as National President and Pauline Coleman-Sutton elected National Secretary, we are also excited to welcome executive board newcomer Peggy Hatcher, President of FMA Chapter 125, Corpus Christi Army Depot, Corpus Christi, Texas. Peggy was the Region 3 Secretary for three terms and served as a Chapter 125 Board of Trustee, Treasurer, Chair for Nursing Home Operation Christmas Spirit, Chair for Christmas Party, and Vice President all before becoming Chapter President. Welcome, Peggy!
Ken Westlake Recognized as FMA Manager of the Year
The Federal Managers Association strives to promote excellence in public service and is proud to name Ken Westlake of FMA Chapter 375, Environmental Protection Agency, Chicago, Illinois, as FMA's Manager of the Year. He exemplifies the Association's mission at his agency, in his community, and as a leader within FMA.

FMA Immediate Past President Renee Johnson praised Westlake, saying, "Ken is an inspiring public servant who is most deserving of this recognition. He provides clear leadership in fulfilling EPA's mission, creating a positive culture for his fellow managers and his community. FMA is proud of his steadfast service to our nation and defending its environment, his selfless giving to his community, and to FMA. Our nation is grateful for his vital work to preserve and safeguard our water, air, and habitats for us, our kids, and all future citizens."
FMA Celebrates Gil Guidry, President’s Award, Odell Green Award, and Recruitment Award Winners
On April 1, 2020, FMA announced the winners of the Gil Guidry Award, the President's Award, the Odell Green Award, FMA's Super Recruiter, and the top regional recruiters of new members. We hope that shining a light on these deserving public servants and sharing a little bit of their stories will help boost everyone's morale in these trying times. FMA is certainly impressed with their accomplishments and thankful for their service to our country and the Association.
National Commission Releases Final Report: Inspired to Serve
The National Commission on Military, National, and Public Service published its final report on March 25, 2020. The commission, created by the Fiscal Year 2016 National Defense Authorization Act, was created to consider methods to increase participation in military, national, and public service, among other purposes. It conducted more than two and a half years of research and public hearings. FMA helped contribute to its efforts, sharing insights in meetings and other communications with commissioners and staff.

NAPA Announces Study on Proposed OPM-GSA Reorganization
On March 23, 2020, the National Academy of Public Administration (NAPA) announced it entered into a contract with the U.S. Office of Personnel Management (OPM) to conduct a comprehensive assessment of the agency, as directed by Congress in the National Defense Authorization Act for Fiscal Year 2020. NAPA expects to submit its final report to Congress in March 2021.

OPM Director Resigns Unexpectedly
Office of Personnel Management (OPM) Director Dale Cabaniss unexpectedly resigned on March 17, 2020. She was confirmed to the position in September 2019. FMA National President Renee Johnson met with Cabaniss and had a good working relationship with her and her office. Michael Rigas, OPM’s deputy director for the past two years, will serve as Acting Director. Rigas was also tapped to serve concurrently as Acting Deputy Director for Management at the Office of Management and Budget.
Legislative Outreach
FMA Endorses Cruz Legislation Mitigating the Windfall Elimination Provision
In early March 2020, Senator Ted Cruz (R-TX) introduced the Equal Treatment of Public Servants Act of 2020 (S. 3401), legislation that would replace the current formula for calculating the windfall elimination provision (WEP). The bill is companion legislation to H.R. 3934, introduced in the House of Representatives by Representative Kevin Brady (R-TX) in July 2019. FMA has endorsed both bills, which would create a new formula for WEP, calculating benefits by taking into account the actual wage and work history of public sector employees.
