In This Issue Legislative Outreach What's Affecting Feds? Agency Outreach Get Involved At These Events! | FMA Washington Report: August 9, 2024 Updates to Federal Flexible Spending Account Program (FSAFEDS) Following is a message shared with the Federal Managers Association by the Office of Personnel Management. FMA is sharing it with our members for your information should you hold an FSAFEDS flexible spending account. See below. Updates Coming to FSAFEDS Beginning August 1, 2024, FSAFEDS will re-enable the functionality that allows existing enrollees to make changes to enrollments due to a Qualifying Life Event. Generally, you must request a change to your FSAFEDS account anywhere from 31 days before to 60 days after the date of the qualifying event. If you intended to make changes to your FSAFEDS account due to a Qualifying Life Event, but are now outside the deadlines to make changes because enrollment was disabled, you may still make changes to your account. Once the change is made, you should contact FSAFEDS at 877-FSAFEDS (372-3337); 866-353-8058 (TTY); or +1 650-577-5294 (international) to request an update to your effective date. Any claims incurred after the updated effective date will be eligible for reimbursement. To provide enhanced security to FSAFEDS accounts, all users will soon be required to verify their identity through Login.gov. The identity verification process will involve users submitting their state-issued identification online. Enhanced identity verification is one of several steps we’ve taken to combat fraud in the FSAFEDS program. Identity verification for existing enrollees will be applied to accounts in a phased approach. • Beginning in mid to late October 2024, employees who already have FSAFEDS accounts that were created on or after January 1, 2023 will be required to complete identity verification through Login.gov in order to access accounts moving forward. • All remaining employees whose accounts were created before January 1, 2023 will be required to complete identity verification beginning in January 2025. In addition to enhancing identity verification, FSAFEDS will transition to a “.gov” website domain effective August 1, 2024. The previous domain, FSAFEDS.com, will no longer be operable, and the new domain name will be FSAFEDS.gov. Until email communications are transitioned later in the year, you will continue to receive email communications from FSAFEDScommunications@e.healthequity.com and servicenotice@fsafeds.com. IMPORTANT NOTES It is your responsibility to validate your identity as part of identity verification (IDV) through Login.gov. You should not contact FSAFEDS or Agency Benefits Officers (ABO) to complete IDV on your behalf. Neither FSAFEDS nor ABOs can do this. In addition to the online IDV process, you can also complete the process in-person at over 18,000 participating U.S. Postal Service locations. The nearest location can be identified by using this link: https://login.gov/help/verify-your-identity/verify-your-identity-in-person/find-a-participating-post-office/. Please note, you must provide key information online at Login.gov to obtain a bar code that is required to complete the process at USPS. If you encounter challenges with the IDV or Login.gov processes, you should contact Login.gov Customer Service for assistance. They can be reached at (844) 875-6446 and operate 24 hours a day, seven days a week. In the rare case where you are unable to complete the IDV process online or reach a USPS location (for example, due to a disability), you should contact your ABO. If you have any questions, you should contact FSAFEDS at 877-FSAFEDS (372-3337); 866-353-8058 (TTY); or +1 650-577-5294 (international). Sincerely, The FSAFEDS Team |
