    The merit system is to allow for government workers to move up in agencies based on their knowledge, skills, and abilities, not on personal feelings or relationships. The Merit System Protection Board (MSPB), however, has found that there are perceptions that managers do play favorites, which has resulted from a lack of common ground and communication. Commenting on the issue, FMA National President Patricia Niehaus stated, "If managers are trained to communicate better and we create a culture that would improve relationships between managers and employees, then there would be less perception of unfair treatment."
