  • Recognized by his peers, Mr. Cravalho, the Waterfront Logistics Manager at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, provides exceptional leadership.

    Alexandria, VA – The Federal Managers Association (FMA) is proud to announce Mr. Brendan Cravalho as the winner of FMA's Manager of the Year award. He is the treasurer and former president of FMA Chapter 19, Pearl Harbor Area, Honolulu, Hawaii. He has provided outstanding leadership in a variety of positions since starting his shipyard career in 1970.

    The Federal Managers Association strives to promote excellence in public service and is proud to name Brendan Cravalho of FMA Chapter 19, Pearl Harbor Area, Honolulu, Hawaii, as FMA’s 2017 Manager of the Year as he exemplifies the Association’s mission.

    Cravalho not only serves the shipyard professionally, but has shown dedication and leadership to his community, fellow managers, and employees. With nearly 50 years of government service, and his many leadership positions, he truly exhibits what it takes to serve his colleagues and country in an exemplary manner. Brendan has been an FMA member since 1979 and is currently serving his second term as chapter treasurer, and served three prior terms as FMA Chapter 19 president. His selfless leadership and hard work has enabled the chapter to grow and provide stellar advocacy for its members.

    Renee Johnson, FMA’s national president, praised Cravalho, saying, “Brendan is someone who has consistently identified able team members and aligned their skills and talents to the important projects at hand. He is, and has been, a calm and wise mentor to so many who have gone on to perform their work at the highest levels. Our country owes him a debt of gratitude.”

    Cravalho started at the shipyard in 1970 and has progressed through a variety of shipyard leadership positions. These positions include: Rigger Apprentice; Rigger; Rigger Supervisor; Nuclear Director; Rigging Shop Superintendent; Services Division Group Supervisor II; Resource Manager; Category 3 Crane/Material Handling Equipment/Aerial Work Platform Program Manager; and, currently serves as the Production Waterfront Logistics Manager.

    In his current capacity as the Waterfront Logistics Manager at the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (IMF), Cravalho supervises a high-performing resource department support team that plans, schedules and executes improvement initiatives that support the production mechanics turning the wrenches at Pearl Harbor Naval Shipyard & IMF. Additionally, he serves as the program manager for a number of key shipyard programs that enable the workforce to deliver Navy ships. These programs include:

    1. Category 3 Crane/Material Handling Equipment/Aerial Work Platform Program Management – Responsible for development and implementation of processes, policies, training, licensing, improvements and general oversight of in-process work involving the operations of material handling equipment (forklifts), category 3 cranes (<20,000 lbs. capacity) and aerial work platforms.

    2.  Point of Use (POU) Program Management – Responsible for development and implementation of processes, policies, improvements and general oversight for providing worksite POU efficiency centers that endeavor to bring high use consumable materials, special tooling, equipment and shop specific tools close to the worksite so as to reduce/eliminate wasted time and enable mechanics to do the work they are trained to do.

    3.  Ship's Extended Work Space (SEWS) – Responsible for development and implementation of process policies, improvements and general oversight of the SEWS that support Ship’s Force personnel during extended Chief of Naval Operations (CNO) availabilities at the dry docks. The SEWS provides ship personnel with needed storage and preventive maintenance space while their ship undergoes repair and upgrades.

    Additionally, since 2001, Brendan has been the shipyard’s agency project officer for the annual Combined Federal Campaign (CFC) drive for charities. In this capacity he led the shipyard to raise over $10 million in individual contributions and pledges for this period. For at least eleven of those years, the shipyard exceeded its CFC goals. As a result of his tireless leadership, the average giving each year has been greater than $110 per person.

    As an FMA member, Brendan has been active in providing outstanding leadership both formally and informally. He served three terms as chapter president and continues to serve the chapter in various capacities on the executive board. As an active board member, he continues to provide guidance and counsel to the other officers and directors. He regularly participates in chapter leadership meetings with the shipyard commander and consistently supports the chapter’s quarterly meetings with the Hawaii congressional delegation staff. In these meetings, he provides the production workforce perspective as well as support for FMA legislative initiatives.

    In 2017, he led the planning and execution of a highly successful FMA Joint Region 3 and 4 Conference in Hawaii. Cravalho negotiated an excellent venue and coordinated the different planning teams. The training was acclaimed and there was universal agreement of the success of the conference.

    In his off-duty time, Brendan is active in support of the American Youth Soccer Organization state-wide youth soccer programs on Hawaii island, Maui, Oahu and Kauai. He provides the same wise leadership and advocacy for the programs and is regularly responsible for hosting annual meetings for the organization. He is also active as a member of the National Association of Superintendents of the Naval Shore Establishment, Hawaii Chapter.

    The FMA Manager of the Year award is presented annually to an outstanding manager or supervisor in the federal government who is a member of the Federal Managers Association. Chapters may nominate one member to their respective region director, and that officer submits the name of the nominee and supporting documentation for consideration of the award. The selection committee reviews three categories in determining the winner:

    • Workplace accomplishments/contributions     
    • FMA involvement at the chapter, regional or national levels
    • Local community accomplishments/contributions
