FMA Washington Report: December 13, 2021
Working Towards More Consultative Agreements

Does your chapter have a Consultative Agreement or a Memorandum of Understanding (MOU) with your agency or installation? If so, the National Office would like to see it! FMA is pursuing several agency-level Consultative Relationships at the national level, including with the Department of Defense. OPM policy mandates that agencies establish Consultative Relationships with managers organizations who abide by a list of strict requirements (all of which FMA conforms to), and who represent sufficient numbers of managers to enable a productive dialogue. As the largest organization representing federal managers, FMA certainly qualifies. We’re asking for copies of your installation-level Consultative Agreements because the more Consultative Agreements we have on file, the more easily we can secure agency-level Consultative Relationships.

Why does this matter? Formal Consultative Relationships make it easier for us to meet with decisionmakers in order to make your voices heard. An agency-level Consultative Relationship can also make it easier for our chapters to establish their own command-level MOU’s or Consultative Agreements, making it easier for you to gain access to office space, permission to conduct FMA business on official time, funding to travel to the FMA National Convention, and greater access to your command structures to let your advocate for yourself and your members. So if your chapter has a Consultative Agreement on file, please send it to Adam at akay@fedmanagers.org!

Why Join FMA?

The Association’s considerable influence stems from a team approach to advocacy. When lawmakers or agency decision-makers consider proposals that could adversely affect the management of the federal workforce, they quickly realize that TEAM FMA stands together to protect the interests of all its members.
