    Jason Briefel, interim president of the Senior Executives Association (SEA) expressed significant concern over the recent proposal to shift execs from Title 5 to Title 38. While this move would help expedite hiring, it would also make it easier to terminate execs and eliminate their ability to appeal decisions to the Merit Systems Protection Board.
