In NSPS' wake: confusion and lawsuits

When the National Security Personnel System (NSPS) was enacted, it was thought of as an innovative method to promote accountability in the federal workplace. The system, however, was implemented inconsistently and resulted in complaints of inequality. The system was fully phased out on January 1, 2012, and civilian military personnel moved back to the General Schedule (GS). The transition, however, has developed problems resulting in employees being downgraded to levels below their grades before NSPS.
Federal Managers Association (FMA) National President Patricia Niehaus has heard complaints from federal employees who were promoted under NSPS and have now been returned to their original grades.
