  • NEW ADMINISTRATIVE LEAVE CATEGORIES EXPLAINED - April 5, 2017
  • FMA helped secure administrative leave reform in 2017 NDAA
    In December 2016, Congress included administrative leave reform endorsed by the Federal Managers Association (FMA) in the National Defense Authorization Act (NDAA) for 2017. In a press release upon passage, Sen. Charles Grassley (R-IA) and Sen. Jon Tester (D-MT), the bipartisan champions for administrative leave reform, noted, "a GAO Report found that between 2011 and 2013, a total of 57,000 employees across five federal agencies had been put on paid administrative leave for a month or more. Agencies spent a total of $3.1 billion on paid administrative leave during this time. This occurred, in part, because of agencies’ varying interpretation and use of existing administrative leave authorities."
