How easy should it be to fire a fed?

Congress continues to debate changes that would make it easier to fire federal employees at the Department of Veterans Affairs (VA). Proponents argue moving VA employees from Title 5 to Title 38 would increase accountability, while critics note that all agencies currently have the power to take action against poor performing employees or those guilty of misconduct. While the focus of legislation is on VA employees, there is deep concern that Congress will seek to reform due process for all civil servants.
