• Why management problems are a barrier to pay raises and reform

  In conjuncture with a Senate hearing on civil service reform, the Government Accountability Office (GAO) released a report on challenges managers within federal departments and agencies face, limiting efficiency and effectiveness of the federal government. GAO cites one of the biggest challenges is the inability of managers to address performance issues Managers need to be able to take proper metrics of performance as well as be able to develop best skills to meet missions and goals.
