New budget proposal drops federal benefit cuts

House and Senate budget negotiators reached an agreement on a budget resolution (S. Con. Res. 11) for Fiscal Year 2016 this week. Notably absent from the compromise budget are the prescriptive policy proposals contained in the House-passed budget, including the six percent increase to all federal employee pension contributions, ten percent attrition of the federal workforce, and changes to the rate of return of the Thrift Savings Plan G-Fund. While those proposals are not included in the budget blueprint, many of these initiatives could be considered throughout the FY2016 appropriations process.
