  • 5.2 Percent Federal Pay Raise for 2024! - December 22, 2023
  • On December 21, 2023, President Biden issued an Executive Order on Adjustments of Certain Rates of Pay, which implements an average 5.2 percent pay raise for 2024. The raise is comprised of a 4.7 percent across-the-board boost to basic pay and an average 0.5 percent boost to locality pay.

Subsequently, the Office of Personnel Management issued the following Compensation Policy Memoranda (CPM) regarding January 2024 pay adjustments:

CPM 2023-20 January 2024 Pay Adjustments

CPM 2023-21 2023 Annual Review of Special Rates (Results)

CPM 2023-22 Fiscal Year 2024 Prevailing Rate Pay Adjustments

CPM 2023-23 Continued Pay Freeze for Certain Senior Political Officials

As you know, the Federal Managers Association has advocated a raise that fairly recognizes the rise in cost-of-living, and properly compensates federal managers for the hard work they do each and every day.

While FMA would have preferred passage of the FAIR Act, which would have provided feds with an 8.7 percent raise in 2024, we are pleased our members will be afforded the highest annual raise since President Carter provided 9.1 percent in 1980.

FMA is already working with Members of Congress on the reintroduction of the FAIR Act for 2025 and will continue to ensure they understand that fair pay is a recruitment and retention issue that is vital to allowing government to successfully deliver the services upon which Americans depend.
