  • FMA TESTIFIES ON IMPORTANCE OF LABOR-MANAGEMENT RELATIONS - OCTOBER 10, 2011
  • FMA the importance of labor-management relations to promote efficiency within federal agencies.

    Alexandria, VA - Federal Managers Association (FMA) National President Patricia Niehaus will present testimony tomorrow - Tuesday, October 11th - at 2:30pm EDT before the Senate Homeland Security and Governmental Affairs Subcommittee on Oversight of Government Management, the Federal Workforce and the District of Columbia in Room 342 of the Dirksen Senate Office Building.

    In December 2009, President Obama signed an Executive Order creating the National Council on Federal Labor-Management Relations to improve the delivery of government services to the American public through a stronger relationship between management and labor. As the largest association representing managers and supervisors in the federal government, FMA was granted a seat on the Council and that seat is currently held by FMA National President Patricia Niehaus. FMA has been active in several of the initiatives recently undertaken by the Council, which Niehaus will discuss in her testimony.

    During the hearing, titled, Labor-Management Forums in the Federal Government, Niehaus will share FMA's experience on the National Council, as well as FMA's views on the agency labor-management forums and participation by FMA members on these forums. Niehaus will also discuss the work of the Council to date, in addition to putting forth FMA's position on the controversial subjects of predecisional involvement and negotiating over permissive subjects. Finally, Niehaus will detail lessons learned from the Clinton era of partnership, and how the Council can improve on the efforts of the 1990s.

    The hearing will begin at 2:30pm in the Dirksen Senate Office Building, Room 342, and Niehaus will present on the second of two witness panels. A copy of Niehaus' full submitted testimony, along with her oral statement, will be available on FMA's website tomorrow afternoon at www.fedmanagers.org.
