Pentagon: furloughs legal for working capital fund employees

Following a request from a bipartisan group of members of the House led by Representative Derek Kilmer (D-WA), Department of Defense Comptroller Robert Hale commented that working capital fund (WCF) employees are affected by furloughs due to the fact that Title 10, Section 129 allows for short-term furloughs of these workers. Hale further noted the furlough of WCF employees will save DOD over $500 million during the fiscal year. Federal Managers Association National President Patricia Niehaus responded to Hale's justification for these furloughs, stating although FMA disagrees with DOD's interpretation of the law, she will continue "to work on behalf of all of our members who do so much to equip and protect our warfighters."
