    Senate panel on Tuesday advanced a fiscal 2020 spending bill that would, among other things, block the Trump administration from implementing its plan to merge the Office of Personnel Management with the General Services Administration, a development that could mark the end of the fight over the future of the federal government’s HR agency.

    The Senate Appropriations Subcommittee for Financial Services and General Government sent its fiscal 2020 appropriations package to the full committee, totaling $24.2 billion across 27 agencies and representing a $773 million increase over fiscal 2019 spending.
