  • Alexandria, VA – On Friday, August 30, President Donald Trump announced an alternative compensation plan to implement a 2.6 percent pay raise for all civilian federal employees for 2020. This is a reversal from the proposed pay freeze called for in the administration’s budget request. The alternative compensation plan freezes locality pay increases for feds in the upcoming year. Federal Managers Association (FMA) National President Renee Johnson made the following comments on the Trump administration's decision:

    "FMA is encouraged by the administration’s decision to formally call for a 2.6 percent pay raise for all feds for 2020. This is a constructive step forward, especially compared to the pay freeze proposed in the administration’s earlier budget proposal. It bears repeating that federal managers dutifully spend every day repairing airplanes and ships that protect our national security, processing tax returns and Social Security payments, caring for our veterans, protecting our environment and food supply, and countless other services on behalf of all Americans. They deserve to be recognized and compensated fairly.

    “FMA has endorsed the effort in the House-passed Financial Services and General Government appropriations bill to provide a 3.1 percent pay raise for 2020, which includes a locality pay boost, and would provide parity with the uniformed military. While we certainly prefer a 3.1 percent raise, which would provide a reasonable boost to feds in more expensive regions, we commend President Trump for changing course and pursuing a pay raise in 2020.”
