- FMA REVIEW OF NEW EXECUTIVE ORDERS - June 6, 2018
- Prior to the Memorial Day weekend, the administration released three executive orders impacting the federal workforce:FMA expressed apprehension toward the new executive orders in a press release, primarily based on the process by which they were created and announced. Simply put, as those charged with overseeing and implementing any changes to civil service, including working with our colleagues in the federal unions, frontline managers should have a seat at the table as revisions are considered. This would offer the best chance for successful implementation. We were disappointed to not have an opportunity to review the executive orders and provide feedback and recommendations. We understand the administration has no obligation to consult on every change it desires to pursue, however, with collaboration, FMA could have been more supportive and offered improvements to the orders.As we have carefully reviewed the orders, we find they are well written from a technical perspective, and we generally support the intent and stated goals. Overall, we find them to be reasonable and worthwhile efforts to enhance the federal workforce. We maintain concerns that some of the provisions appear to be commonsensical, but potentially open our members to charges of favoritism or other grievance charges. Further, we believe a fair and compatible partnership with unions is essential to the entire federal workforce. Both management and unions serve an important purpose, and we need to work together and be treated fairly to support the mission of each agency. Anything that impacts our employees, including unions, necessarily impacts management.FMA stands behind its mission, advocating excellence in public service, and looks forward to continuing to work with the administration, Congress, unions, and others who seek to improve the delivery of vital services to the American public. FMA will be meeting with OPM Director Pon at the end of June and will offer its members’ assistance with improving efficiency and efficacy across the federal government.
