Investing in the Federal Workforce

  • S. 507: Non-Foreign Area Retirement Equity Assurance Act of 2009
    • Would extend locality pay to federal employees working in Hawaii, Alaska and the U.S. Territories
    • 4/1/2009: Approved by Senate Homeland Security and Governmental Affairs Committee
    • Awaiting consideration by full Senate

  • S. 629: Part-Time Reemployment of Annuitants Act of 2009
    • Would allow retirees to return to federal service on a limited basis without offset to their annuities
    • 5/20/2009: Approved by Senate Homeland Security and Governmental Affairs Committee
    • Awaiting consideration by full Senate

  • H.R. 1203/S.491: Federal and Military Retiree Health Care Equity Act
    • Would allow federal retirees to pay healthcare premiums on a pre-tax basis, a process known as premium conversion
    • Referred to three House committees and Senate Finance Committee respectively

  • H.R. 235/S. 484: Social Security Fairness Act of 2009
    • Would repeal the Government Pension Offset (GPO) and Windefall Elimination Provision (WEP)
    • Referred to the House Committee on Ways and Means and Senate Finance Committee respectively

Federal Workforce Management

  • H.R. 1256: Family Smoking Prevention and Tobacco Control Act
    • Would establish several adjustments to the Thrift Savings Plan (TSP), including creation of a Roth IRA option
    • 6/11/2009: H.R. 1256 passed the full Senate
    • 6/12/2009: Senate version of H.R. 1256 approved by House
    • Awaiting President's signature

  • S. 674: Federal Supervisor Training Act of 2009
    • Would require agencies to provide managers with initial and ongoing instructor-based training covering various management topics
    • Referred to Senate Homeland Security and Governmental Affairs Committee

  • H.R. 1722/S. 707: Telework Enhancement Act of 2009
    • Would expand agencies' usage of telework opportunities
    • 5/20/2009: S. 707 approved by Senate Homeland Security and Governmental Affairs Committee
    • Awaiting consideration by full Senate
    • H.R. 1722 awaiting consideration by House Oversight and Government Reform Committee
